Background
UNDP is the knowledge frontier organization for sustainable development in the UN development system and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at headquarter, regional and country office levels, forms a contiguous spectrum, from deep local knowledge to cutting-edge global perspectives and advocacy. Within this context, UNDP invests in a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

The GPN is currently implementing a realignment exercise aimed at putting its capacities and expertise closer to the field in regional offices around the world to make them more directly available to UNDP country offices and its national counterparts in programme countries. As part of this exercise, GPN staff have been relocated to UNDP regional and sub-regional offices around the world, including in the Africa Region, where they sit in UNDP’s Regional Bureau for Africa (RBA) hubs in Addis Ababa, Nairobi, Pretoria and Senegal.

UNDP’s Regional Bureau for Africa (RBA) is its largest regional bureau, covering 46 countries, ranging from high middle-income economies to least developed countries, as well as countries in crisis and post-crisis situations. UNDP works with its national counterparts in the Africa region to help them implement national development priorities and achieve their national development goals. Its work is guided by global and regional development and normative frameworks to which countries in Africa are signatories, including the 2030 Agenda for Sustainable Development and the Africa Union’s Agenda 2063.

The Energy Advisor is functionally part of the Regional Hub in Addis, but will be based in Pretoria, South Africa and reports to both the Global BPPS Team Leader for Energy in New York and to the Pretoria Hub Manager. RBA is creating an African Finance Hub in Pretoria, focusing on finance, investment and leveraging partnerships. Given the importance of finance for the energy sector, co-locating the Energy Advisor with the Finance Hub will facilitate close collaboration, synergies and interaction. S/he will provide intellectual and strategic leadership as well as technical guidance on Energy issues for UNDP and its regional and country offices in the region, and represent UNDP in the wider humanitarian-development nexus, including with UN system, bilateral partners, external experts, etc. The Energy Advisor in Pretoria will work closely country offices in the region, as well as with the energy specialists based in Addis Ababa and Dakar.

In collaboration with other Advisors and Specialists in the Addis Regional Hub, the Africa Finance Hub in Pretoria, Country Offices in the Africa region and the wider UNDP Global Policy Network (GPN), s/he is responsible for leading the provision of technical expertise and policy and programme advisory services to Country Offices and supporting the implementation of the regional program. S/he responds to requests from Country Offices under the guidance of the Regional Hub Manager, and in collaboration with corporate support providers, such as the SDG Integrator and Engagement teams. Working to ensure quality and coherent policy and programme advisory services within their region, as well as alignment with the Strategic Plan, the Energy Advisor advances the credibility and recognition of UNDP’s capabilities in this knowledge domain and associated community of practice.

Duties and Responsibilities
Summary of Key Functions:
  • Substantive leadership and quality assurance of policy advisory services;
  • Coordination and delivery of technical assistance, policy development and programme support;
  • Substantive leadership for content development and curation of tools and resources, from across UNDP’s network of expertise;
  • Knowledge management and community of practice networking;
  • Representation, advocacy, and partner engagement for effective policy positioning in the region.
1. Substantive leadership and quality assurance of policy advisory services:
  • Maintain a bird’s-eye view of the Africa energy sector to track investments by building an unparalleled database on private investment plans and capital flows into Africa energy sector.Navigate entry points and/or pivotal considerations for integrating Energy issues within regional and country-specific strategies for achieving the SDGs;
  • Provide policy advisory and programming services primarily to COs within the region, that respond to country office needs, including through the provision of capacity building and backstopping to COs and UNCTs;
  • Work with the Regional Bureau’s Country Advisors to ensure relevant, timely and multi-disciplinary response to Country needs for policy services;
  • Collaborate substantively with COs and Regional Programmes to achieve regional/CO strategic goals and plans by supporting relevant regional initiatives and promoting synergies with the regional programmes;
  • Provide support to COs in project design, planning, implementation, monitoring, evaluation and results reporting in line with RBM guidelines, and support quality assurance, risk management and due diligence processes;
  • Ensure risks are monitored and managed across the portfolio of advisory engagements;
  • Contribute to developing the capacity of national counterparts in support of achieving the Strategic Plan and other internationally agreed development goals as it relates to the energy knowledge domain.

2. Coordination and delivery of technical assistance, policy development and programme support:

  • Facilitate the engagement of regional policy advisors / technical experts who are part of the SDG Integrator cadre for advisory services in energy, as per scoping agreements;
  • Contribute to quality assurance and standard setting in the:
  • Delivery of services with Policy and Programme Support Advisors in the Regional Hub and HQ advisors;
  • Prioritization, planning and fielding of missions, in collaboration with other GPN teams, for assessment and programmatic design and follow-up at country level;
  • Substantive caliber, coherence, and results-focused programme development and regular reporting of results achieved.
  • Lead the formulation of funding proposals, donor briefings and presentations in support of UNDP resource mobilization efforts for Africa.
  • Lead the mobilization of multi-disciplinary stakeholders to advance private sector and public-private-partnership projects to bankable stages, raising capital, and accelerating project closure.
  • Advise on resource mobilization and coordinate approvals, as required.

3. Substantive leadership for content development and curation of tools and resources, from across UNDP’s network of expertise:
  • Provide high-level technical expertise in identifying tools, developing methodologies and producing knowledge management products linked to energy policy;
  • Leads in content development for regional/CO tools and knowledge products through the analysis of data, case evidence, and research findings in accordance with corporate standards;
  • Contribute to the identification and scoping of technical issues warranting collaboration with HQ and regional teams to research, develop and share knowledge-based tools, such as policy positions/practice notes/concept papers and other research-based products to influence/advance policy dialogue in the knowledge domain and present UNDP’s knowledge assets and capabilities at global and regional forums;
  • Work closely with policy teams in HQ to advance research, testing and roll-out of newly commissioned policy/business development initiatives, by providing the regional perspective/specificities as well as experience-based insights on what is of most practical value for national counterparts and regional leaders;
  • Design and deliver training on programming tools including by developing training packs for COs to facilitate innovation learning, foster and encourage policy innovation and continuous improvement to enhance programme delivery.
  • Provide leadership in innovative financing mechanisms to attract private capital to energy infrastructure.
  • Build an unparalleled database on private investment plans and flows into Africa’s energy sector.

4. Knowledge management and community of practice networking:
  • Contribute to shaping UNDP’s research agenda and influencing strategy in the energy arena through continuous analysis, documentation, codification of regional results/lessons learned;
  • Curate and leverage regional data, case evidence and research findings to distill pivotal lessons for UNDP;
  • Present and showcase UNDP knowledge in the energy sector at high-level fora, and ensure that UNDP’s knowledge assets are contextualized in relevant and impactful ways in multi-disciplinary and multi-sectoral arenas;
  • Advocate and enable South-South facilitation of exchanges and experiences sharing where valuable;
  • Support the capacity development of UNDP staff in application of tools and practices;
  • Development and strengthening of linkages with energy community of practice, both inside and outside of the UN system.

5. Representation, advocacy, and partner engagement for effective policy positioning in the region:

  • Act as a technical representative of UNDP, in the region, to advocate the application of ground-breaking sustainable energy approaches, especially as an integrated approach to achieving the SDGs, with a view to deepen related political commitment and related reforms;
  • Represent UNDP within engagements in interagency coordination in sustainable energy policy areas;
  • Provide technical advice on relationship management of regional partners and resource mobilization in line with UNDP priorities in Africa and corporate guidelines;
  • Provide technical advice on mobilizing and fostering external partnerships behind regional initiatives;
  • Manage the building of strategic alliances and partnerships, especially with key think tanks and non-governmental organizations;
  • Identify and develop clear long term strategic partnerships with private finance institutions and organizations for the sustainability of the energy sector in Africa.
  • Ensure UNDP Representation at technical linter-agency meetings, academic conferences, donor consultations and other events on Energy.

Required Skills and Experience
Education:

  • Masters degree in energy, sustainable development, economics, environment, finance or any other relevant field.
Experience:
  • A minimum of 10 years of relevant experience in energy in either public sectors (national or multilateral, including UN), private (academia, non-governmental sector, corporate), with increasing level of responsibility.
  • Excellent negotiating and communication skills and ability to mobilize support from a wide range of partners (public, private, academic, civil society, business community leaders).
  • Proven track record of management and resource mobilization skills.
  • Working experience in Africa required.
  • Country level experience advising governments and other relevant national actors on energy matters would be an asset.

Language Requirements:
  • English proficiency;
  • French desirable.
