Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A four months special short-term contract will be given, with a possibility of extension . Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is NOA Step 1 of the UN salary scale.

Introduction
The ILO Programme on HIV and AIDS in the World of Work (ILOAIDS) support ILO constituents who engage in the global response to HIV and AIDS as an integral part of the Decent Work Agenda. The ILO mobilizes governments, employers’ and workers’ organizations through its tripartite structure and builds on a long-lasting experience in creating jobs, protecting the rights of workers, opposing discrimination and improving social protection, occupational safety and health.

ILOAIDS also contributes to the UN Sustainable Development Goals, in particular 8 (Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all) and 3 (Ensure healthy lives and promote well-being for all at all ages).
As a cosponsor organization, the ILO contributes towards the outcome-based framework of the Joint UN Programme on HIV/AIDS (UNAIDS) and in the priority countries identified by UNAIDS

Reporting lines
The National Project Officer works under the direct supervision of and reports to the Director of the ILO Decent Work Team for Eastern and Southern Africa and Country Office for South Africa, Botswana, Lesotho and eSwatini (ILO DWT/CO Pretoria). He or she works closely with and receives technical guidance from the Subregional Technical Officer on HIV and AIDS and the world of work, based in DWT/CO Pretoria, and the Regional Facilitator of GED/ILOAIDS in Geneva. He or she will develop and implement an HIV and AIDS programme with a strong gender component for Botswana. The National Project Officer also coordinates with the ILO Decent Work Team in Pretoria with respect to the design and implementation of the HIV and AIDS strategy for Africa.

Description of Duties
Assist in the implementation of ILO’s work plan on HIV and AIDS in the world of work in Botswana and provide input into office level planning to ensure inclusion of HIV and AIDS work within relevant ILO Programme and Budget outcomes and linking to the Botswana Decent Work Country Programme and to the strategy of the Joint United Nations Programme on HIV/AIDS (UNAIDS).
Liaise with ILO’s tripartite constituents, the National AIDS Commission (NAC), other local stakeholders on HIV and AIDS, and other implementing agencies to ensure that HIV and AIDS, TB programmes and project activities are carried out at all levels according to the agreed work plan.
Review and analyse country specific development plans and priorities, epidemiological data, HIV, AIDS and TB programme reports and other relevant information, including the gender dimensions thereof; to keep abreast of evolving priorities and events, identify potential development cooperation project areas related to HIV and AIDS, that are consistent with ILO comparative advantages and constituents' needs and capacity.

Ensure ILO programme activities at the country level reflect the linkages with the other national structures and frameworks- UN Joint Team, UN Thematic Group on HIV and AIDS, the UNDAF, the joint UN annual work plan, the Global Fund country coordinating mechanism (GFATM CCM), the NAC and the National TB Programme. Ensure timely financial delivery on budget allocations and financial commitments for approved activities, in strict compliance with ILO administrative and financial rules and procedures. Take corrective action where necessary..
Prepare briefs, periodic reports and statistics on the programme and project activities related to HIV and AIDS, including the ILO voluntary and confidential counselling and testing initiative (VCT@Work).

Represent the office in meetings organized by the National AIDS Commission, UNAIDS, the GFTAM CCM Technical Working Group, ILO tripartite constituents and counterparts related to HIV and AIDS and other relevant consultations, to ensure dissemination of information and delivery of ILO’s programme and work plan.
Actively engage in resource mobilization and partnership development for HIV and AIDS response at the country level in line with the Decent Work Country Programme.

Share relevant HIV and AIDS and related TB knowledge with colleagues and ILO counterparts, donors and the media to increase awareness of the world of work HIV response in Botswana.
Assemble and analyse data relevant for planning and negotiation of programme/project activities, consider various approaches and alternative methods in project design, management, problem definition and problem resolution relating to HIV and AIDS, in particular, develop HIV and AIDS and related TB proposals in coordination with concerned ILO programmes/projects.

Brief ILO specialists, project experts, junior professional officers and visiting officials, and provide relevant information on HIV and AIDS, and related TB matters, relevant to the world of work.
Undertake missions to project sites where relevant to HIV and AIDS - related activities,
Identify national experts available as consultants or resource persons for research, advocacy and capacity building initiatives relevant to HIV and AIDS.
Perform other duties as may be assigned by the Director of the ILO DWT/CO and GED/ILOAIDS in Geneva.

Required qualifications
Education

First level university degree in public health, development studies, labour economics, labour law, human rights, or social sciences. A higher-level degree would be an advantage

Experience
At least one year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.

Technical requirements: At least two years of professional experience at the national level relating to HIV, AIDS, TB or relevant area. Understanding of the ILO and United Nations experience would be an advantage.

Excellent command of English and good knowledge of local languages

Thematic Technical Skills

• Substantive understanding of and experience in the field of HIV and AIDS in Botswana.
• Comprehensive understanding of and experience in gender equality and non-discrimination and the role of discrimination (including violence) in generating vulnerabilities and the spread of HIV.
• Knowledge of ILO HIV and AIDS focus and programming, understanding of programming/project sectors target groups, e.g. for HIV prevention in the workplace, persons living with HIV or AIDS, indigenous peoples or migrant workers.
• Demonstrated experience in project proposal development and management.

Programme management /analytical skill
• Thorough knowledge of programme planning, implementation and evaluation principles (including Results-Based Management), practices and procedures.
• Ability to interpret statistics, identify and analyse problems with project implementation
• Good drafting skills in both English and local languages, and demonstrated ability to prepare reports and presentations.
• Ability to make sound and fair judgments based on available information.

Organizational and Leadership Skill

• Ability to work under pressure with minimum supervision.
• Good negotiating skills.
• Ability to work in a team and to motivate staff.
• Good organizational skills, able to deal with a broad range of staff and to respond to their queries.
• Demonstrate a high level of commitment and responsibility towards completing assignments efficiently, accurately and in a timely manner.
