Organizational Setting
The Investment Centre Division (DPI) promotes investment in food security, agriculture, rural development, natural resource management and agro-processing in developing countries and countries in transition, assisting governments and country stakeholders, main development partners, in particular international financing institutions with the strategic planning and implementation of their investments to achieve food security and nutrition, make agriculture, forestry and fisheries more sustainable and productive, reduce rural poverty, make food value chains more efficient and inclusive and promote climate change adaptation and/or mitigation.

DPI is a multidisciplinary division composed of three regionally focused services, namely Africa Service, Asia and the Pacific Service, and Europe, Central Asia, Near East, North Africa, Latin America and the Caribbean Service
The purpose of this call is to provide FAO’s Investment Centre Division (DPI) with qualified candidates for a profile of digital agriculture specialist. The contract can be home based with required travel for field missions.

Reporting Lines
The digital Agriculture Specialist will work under the overall technical supervision of the Service Chief, and the direct supervision of a DPI Officer and in close collaboration with the FAO Representation in the relevant country of assignment.

Technical Focus

Provision of technical advice or expertise and capacity development for (i) the elaboration of diagnostic and strategic pre-investment work including digital agriculture country profiles and diagnostic, digital agriculture country strategies, sectoral and value chain digital transformation investment plans; (ii) provision of policy advice to member countries in collaboration with IFI partners; (iii) the design of investment operations, in collaboration with country stakeholders and cooperating partners, to mobilize resources for food security, nutrition, agriculture, rural development, natural resource management and climate change adaptation and/or mitigation; and (iv) implementation support and evaluation of investment operations, in accordance with the FAO Strategic Framework.

Tasks and responsibilities
Advise governments, or provides technical expertise, in the preparation of pre-investment work required to promote digital solutions adapted and relevant for food and agriculture sectors, including the elaboration digital agriculture profiles, digital agriculture strategies, sectoral and value chain digital transformation investment plans.
Lead, or participate in, multidisciplinary teams to assist governments in the identification, assessment and preparation of investment operations in the fields of food security, nutrition, agriculture, rural development, natural resource management and climate change adaptation and/or mitigation, and participate in pre-appraisal and appraisal missions, with a focus on digital technologies.
Lead, or participate in, multidisciplinary teams for the implementation support and the preparation of final evaluation of investment operations, with a focus on digital technologies aiming at improving food security, nutrition, agriculture, rural development, natural resource management and climate change adaptation and/or mitigation.
Advise governments, or provide technical expertise, on the use of adapted and relevant digital technologies in food security, nutrition, agriculture, rural development, natural resource management and climate change adaptation and/or mitigation studies and strategies, and in the formulation of national sector and/or sub-sector investment plans and programmes (only for Consultants)
Advise on the use of adapted and relevant digital technologies in developing, or support the development of inclusive and sustainable food systems, involving producers, their organizations, other private sector actors, civil society organizations and government.
Advise on the use of digital technologies in the monitoring and evaluation, communication and capacity development strategies and activities in the areas of food security, nutrition, agriculture, rural development, natural resource management and climate change adaptation and/or mitigation, investment support to government staff, and non-state actors and private sector organizations.
Promote effective partnerships with private sector on the development, adaptation and promotion of digital technologies in the above-mentioned areas.
Promote international and South-South cooperation and collaboration leading to new investment opportunities and cooperative agreements on the adoption, promotion and use of digital technologies for the food and agriculture sector.
Prepare reports in accordance with government and financing partners’ requirements.
Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements

  • Advanced university degree in (for Consultants) / University degree (only for PSA) in economics, computer science/IT, agricultural sciences, engineering related to digital technologies, statistics or a related field as appropriate for the specific profile
  • From three to fifteen years of relevant experience in conducting food and agriculture development work involving the use of digital innovative solutions.
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian (for consultants). Working knowledge of English, French, Spanish, Arabic or Russian (for PSAs).

  • Relevance of experience in different geographical areas.

Additional Selection Criteria
Advanced technical writing skills in official UN languages;
Ability to work under pressure and willingness to travel frequently to developing or transition countries

Organizational Setting

The FAO Representation in South Sudan is organized around four main units: Programme, strategy and Resource planning, Operations and Administration. The current portfolio of projects in South Sudan includes activities related to Agriculture(crop), Livestock, Fisheries, Natural Resource Management, Food information Systems and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country's Programme as foreseen in the project he/she will coordinate and be assigned.

Reporting lines
Under the overall guidance of the FAO Representative (FAOR), general supervision of the Deputy FAOR and direct supervision of the Head of the Hub, the Deputy Head of Hubs is responsible for the coordination of the field level delivery of programme/project activities of FAO in the areas of agriculture, forestry, fisheries, nutrition and rural development.

Tasks and objectives to be achieved:
The incumbent will carry out the following specific tasks:
  • Consolidate area based annual work plan for the field office covering all project activities
  • Ensure synergy and complementarity in implementation of the programs/projects for increased impact;
  • Coordinate direct implementation of project activity by the FAO Hub
  • Provide programmatic support to NGO partners to enhance activity delivery and complies with both FAO’s rules/regulations and the donor standards as defined in the respective project documents;
  • Monitor field activity delivery with reference to the area based annual work plan and letters of agreement with NGO partners (timeliness, achievement of project objectives and impact);
  • Conduct emergency needs assessments in response to any humanitarian crises in the state;
  • Contribute to the development of concept notes and proposals, in support of resources mobilization efforts;
  • Prepare and update field office program reports and other documentation related to project operations;
  • Identify training needs and capacity building activities and arrange for necessary support;
  • In the absence of the Head of the Hub, represents FAO in meetings, conferences and seminars to be held in the state;
  • Assist in coordination of technical support of FAOSS to projects being implemented in the state, as determined by need, including monitoring and evaluation efforts;
  • Prepare monthly activity implementation reports;
  • Perform other duties as requested by the supervisor

Bachelor’s degree in in one of the following fields Animal Health/Production, rural development , agricultural science/economics, Business Administration and Social sciences
Five years of experience in project formulation, planning, operation, and budget management
Two years of experience with emergencies and development initiatives in the Horn of Africa preferably in South Sudan
Working knowledge of English, limited knowledge of Arabic will be an added advantage
